Elderly woman pleaded guilty to North Park hit and run death
A 77-year-old woman who struck and killed Stephen Debow in North Park has pleaded guilty to hit and run, causing his death and vehicular manslaughter.Deputy District Attorney Roza Egiazarian said Donna Chapman Jacobs pleaded guilty to all charges without any type of a plea agreement with her office.
